Naval Forces Southern Luzon (NFSL) deployed a disaster response and recovery team (DRRT) in Pili, Camarines Sur, while another team is on standby in its headquarters in Rawis, Legazpi City for possible deployment. The Naval Forces Southern Luzon (NFSL) also directed its units to prepare for the onslaught of this typhoon which is poised to make landfall in the Bicol region.
Meanwhile, Naval Forces Northern Luzon (NFNL) in La Union also activated two DRRTs for Humanitarian Assistance and Disaster Response (HADR) deployment.

A US$2.4 billion sale of 100 Harpoon coastal defense systems had approved by the United States to Taiwan, defying Beijing’s anger over a $1 billion missile deal last week.
The announcement came only hours after Beijing said it would sanction US firms involved in an earlier arms sales to the democratic self-ruled island.
The proposed sale of the Harpoon systems “will help improve the security of the recipient and assist in maintaining political stability, military balance … and progress in the region,” the State Department said in a statement.
The deal involves 100 Harpoon Coastal Defense Systems (HCDS), which includes 400 RGM-84L-4 Harpoon Block II surface-launched missiles with a range of about 125 kilometers.
The missiles, manufactured by Boeing, can be positioned on fixed platforms or mounted on trucks.
The office of Taiwan’s President Tsai Ing-wen released a statement thanking the United States for the sale, saying it would “upgrade asymmetric warfare capabilities.”
Democratic and self-ruled Taiwan lives under constant threat of invasion by authoritarian China, whose leaders view the island as part of their territory.
They have vowed to one day seize the territory, by force if necessary.
Beijing has ramped up diplomatic and military pressure on Taiwan since the 2016 election of Tsai, who views the island as a de facto sovereign nation and not part of “one China.”

To enhance the Coast Guard force’s maritime capabilities. Seven more Airbus helicopters are set to acquire by the Philippine Coast Guard.
According to the PCG Commandant, Admiral George V. Ursabia. he said that aside from vessels, the PCG force needs aircraft, particularly helicopters for search and rescue (SAR) operations, especially during the typhoon season, and to answer distress calls from vessels plying the country’s vast ocean.
the PCG Commandant pertains to the Airbus H145 light twin-engine helicopter, bought in Germany, with tail number CGH-1452 commissioned into the PCG service last June 18, 2020. It has been deployed in various maritime search and rescue and marine environmental protection initiatives in the past months.
Also, it is one of the most utilized PCG assets in transporting personal protective equipment (PPE) sets, medical supplies and medicines to far-flung communities amid the COVID-19 pandemic.
The latest addition to the PCG choppers is the newly-commissioned Airbus CGH-1451, better equipped than the first. It has infrared camera, weather radar and floatation device and can be landed in seawater when its engine gives up.
Ursabia said currently, the PCG has only four choppers — two of them are already old.
The acquired Airbus helicopter costs P685 million, the PCG said.
Aside from helicopters, Ursabia said the PCG is also preparing for the two units of 94-meter multi-role meter multi-role response vessels from Japan slated to arrive in 2022.
Recently, the PCG successfully procured four defiant fast patrol boats from the United States; 40 units of 12-meter fast patrol boats; 20 units of fast patrol craft with speed of up to 50 knots; eight units of .50 caliber remote controlled weapon system; and 13,622 maritime law enforcement firearms from Israel.

Philippine Air Force (PAF) chief Lieutenant General Allen Paredes said in September during House of Representatives committee hearing on 2021 proposed budget of Department of National Defense (DND) that President Rodrigo Duterte has approved the acquisition of five new C-130J Super Hercules military transport aircraft.
“The President has directed in May this year that the Air Force, the DND and DBM, acquire five C-130Js, the newer model,” Lieutenant General Paredes said.
“We are of the opinion that this would be enough to serve, specially our mandate to be able to transport one rapidly deployable battalion at one stroke and this would also be consistent with the historical demands of like for example typhoon Yolanda when we had to carry in personnel, equipment, and supplies,” he added.
However, the Air Force chief said the C-130J acquisition project worth 37 billion pesos is included in the proposed unfunded tier 2 priority projects of DND-AFP.
“The proponent is willing to – we can have a financing agreement. What they need is 15% down payment or about Php5.5 billion for the first year, hopefully for 2021,” Paredes said.
He also said that currently, PAF has “a total of 4 C-130s, only 2 are operational, the other 2 are undergoing scheduled maintenance, one in Portugal and one in Cebu.”

NHQ Bids and Awards Committee Chairman, Police Major General Emmanuel Luis Licup presented to the PNP Chief new mobility assets, and rifles consist of 92 units Patrol Jeep Single Cab, 6 units of 4x4 Personnel Carrier, 90 units of 1000cc Heavy Motorcycle, 7,700 units of Galil Ace 5.56mm Basic Assault Rifle and 434 units of Digital Handheld Radio.
Licup said these new police equipment were procured by the NHQ Bids and Awards Committee and the Philippine International Trading Corporation (PITC).
These new police assets were funded from the Capability Enhancement Programs (CEPs) 2019 and 2020, Congressional Initiative Allocation (CIA) 2019, APEC 2015, and Reserve Agency Fund (RAF) 2018 amounting to Php569,092,642, Licup added.
In its initial program, all new patrol jeep single cabs will be distributed to Municipal Police Stations and 10 units for Misamis Occidental Police Provincial Office.
At the same time, the Maritime Group and Highway Patrol Group will receive 6 units Personnel Carrier and 90 units 1000cc Heavy Motorcycle to boost their operational capabilities.
In his latest directive, Cascolan signed a memorandum to increase police visibility in streets and major thoroughfares ‘by adding more motorcycle patrols to our existing fleet and initiate refresher training to mounted tactical responders.’
The Mobile Forces and High-Risk Police Stations will be the end-users of the 7,700 units Galil Ace 5.56mm Basic Assault Rifle while the 434 units Digital Handheld Radio will be given to the National Capital Regional Police Office.

ASELSAN a defense company based in turkey. has delivered a batch of acoustic torpedo countermeasure jammers and decoys to the Indonesian Navy (TNI-AL), which will be used on its fleet of Nagapasa-class (Improved Chang Bogo-class / Type 209/1400) diesel electric attack submarines.
According to British defense media outlet Jane’s, the TNI-AL ordered the Zoka jammer and decoy system in 2019, and this specific delivery was made on 22 October 2020.
The TNI-AL selected the ASELSAN Zoka jammers and decoys, which can be deployed from the ASELSAN Zargana dispenser system that could deploy up to 24 jammers and decoys in single-shot or salvo modes.
These jammers work by emitting noises that saturate the operating frequencies used by torpedoes, while the decoys simulate acoustic and hydrographic characteristics of the host submarine.
Indonesian state-owned shipbuilder PT PAL will be integrating the system on all three Nagapasa-class submarines with the help of ASELSAN engineers and technicians.

According to the Thyssenkrupp, a leading global industrial engineering company based in Germany, the company has expressed strong interest to participate in the Philippine's defense modernization program, particularly on military shipbuilding.
Heinrich Hiesinger, chairman of the executive board, said that being one of companies that is now focusing on defense side for military have expressed this interest to the government but said they are just on a standby for government decision.
By far, Hiesinger said, thyssenkrupp is number one globally in conventional submarines. They have expertise in frigates and submarines.
He explained that if ever they will be given the chance to participate in this project, the German firm will build it locally because it is a taxpayers’ money that government will be using and as such there should also be jobs that must be generated locally.
This means that if they receive an order for shipbuilding for defense, they will find a local shipyard for the construction of the military vessel.
He reiterated though that it is up to government to make decision because that would need a state budget.
Hiesinger added that he is a very optimistic person and the main reason of his visit, aside from the opening of its regional hub in BGC, was to assess the state of opportunities in the country.

The P5.5-billion radar system made in Japan to be acquired by the Philippine Air Force (PAF) is now in the process. this is to boost its capability to secure the country’s airspace in strategic areas including the disputed West Philippine Sea.
Defense Secretary Delfin Lorenzana has signed the Contract Agreement and Notice to Proceed for the Horizon 2 Air Surveillance Radar System (ASRS) Acquisition Project of the PAF under a negotiated government-to-government procurement arrangement.
The project, which has an Approved Budget for Contract of P5.5 billion, was awarded to Mitsubishi Electric Corp. (MELCO) with a total contract price of $103.5 million.
It is expected to be delivered to the Philippines by 2022, DND spokesman Arsenio Andolong said, and the recommended ASRS sites would cover large areas of the Philippine Rise, southern areas of the country, and the southern portion of West Philippine Sea.
He announced yesterday that operations from the strategically vital locations will enable the PAF to provide optimal airspace monitoring, aircraft control, perform its air defense mission and enhance the security in identified areas of interest.
“Specifically, the ASRS will help to detect, identify, and correlate any threats and intrusions within the Philippine exclusive economic zone (EEZ) and deliver radar images to decision-makers and relevant operating units,” Andolong said.
He added that the ASRS package includes three fixed long-range Air Surveillance Radars, each with building facilities, and a mobile Air Surveillance Radar.

The 440th Aircraft Maintenance Group(AMG) On 16 October 2020, led by Lieutenant Commander ANGEL E CUENO PAF (GSC) conducted the blessing of SF-260 FH with tail number 043 with Commander, Air Education, Training and Doctrine Command, Major General FERDINAND M CARTUJANO PAF as Guest of Honor.
This was the first time for the 440th AMG to complete a 3000 mandatory inspection in less than 30 days since the normal procedure takes 60 days. It started on 09 Sep 2020 and finished last 07 Oct 2020 (28 days).
The involved officers and enlisted personnel have ensured the highest standard of aircraft maintenance without sacrificing the safety and excellence of their assigned tasks.
The team unselfishly exerted their efforts and devoted their extra time for the successful completion of the project. In this regard, the 440th Aircraft Maintenance Group personnel, who took part in this endeavor, led by the 440th AMG, Group Commander, Lieutenant Commander CUENO PAF (GSC), received Military Merit Medal in recognition for their invaluable service rendered to the Air Education, Training and Doctrine Command and Philippine Air Force as a whole.

There have been rumours of a Philippine interest for the French Scorpène submarine for about a year now. Manila is indeed interested in developing its own submarine forces. A small force of conventional submarines could then be a very efficient deterrence force against the other navies in the area.
For a few years now, the Philippine Navy has to deal with historical submarine forces that are increasing their submarine fleet. as well as new submarine operators in South East Asia. In order to protect its interests in South China Sea, the Philippine Navy is actively looking for two new generation submarines.
In this respect, the French designed Scorpène submarine appears to be the most serious contender, and the preferred solution for the Philippine Navy. The type is already operational in Malaysia and in India, where six Scorpène were locally built. The Philippine Navy (PN) said that the acquisition of anti-submarine vessels must be paired with helicopters with similar abilities to maximize their capabilities.
According to the Philippine Navy chief Vice Admiral Giovanni Carlo Bacordo made this response when asked on whether the Navy are planning to acquire additional units of AugustaWestland (now Leonardo) AW-159 "Wildcat" anti-submarine helicopters which are now in the naval inventory.
"The plan to acquire additional AW-159s is connected to the plan to acquire more platforms or more ships (with anti-submarine warfare capabilities). If you notice, we will be having two 'Jose Rizal' class frigates, (FF-150) and (FF-151), that's the reason why we have two AW- 159s. Once our plan to acquire two additional corvettes (are finalized), then we will also procure two additional AW-159s."
Bacordo added that the anti-submarine warfare (ASW) capabilities of both the AW-159s and two Jose Rizal-class frigates are "further strengthened" once they operate in tandem.
He said this is why there is a need to procure additional ASW helicopters once the corvette project pushes through.

The delivery of the first of the eight units of fast-attack interdiction craft-missile (FAIC-M) set for December was delayed to early 2022 due to the coronavirus disease 2019 (Covid-19) pandemic.
According to Philippine Navy. "Covid-19 has delayed some of the delivery of our platforms. I could give you an example, the first of our fast-attack interdiction craft-missile, if not for the Covid-19, should have been delivered this December. But because of this Covid-19, the first of the eight platforms is expected to be delivered already by the first quarter of 2022," said Navy chief, Vice Admiral Giovanni Carlo Bacordo, in a virtual presser when asked on how the pandemic has affected the PN's modernization.
The Philippine Navy's fast-attack interdiction craft-missile project is expected to replace the force of patrol killer medium (PKM) or medium-sized patrol craft.
The project, approved for inclusion in the Horizon 2 project list of the Revised Armed Forces of the Philippines Modernization Program, has a budget of PHP10 billion and is for Multi-Year Contracting.
Four of the fast-attack interdiction craft-missile will be armed with non-line-of-sight (NLOS) missiles with pinpoint accuracy and a range of 25 kilometers while the other four will be armed with machine guns and light automatic cannons.
With the fast-attack interdiction craft-missile, the Philippine Navy shall have the capability to defend the key sea lines of communications (SLOCs), such as Mindoro, Balabac, Sibutu, and Basilan Straits against conventional threats.
While operating in restricted waters, the fast-attack interdiction craft-missile can interdict surface threats and launch NLOS missiles safely using the surrounding littoral areas as maneuver space and cover.

The Philippine air force received lots of military trucks, buses and a huey helicopter.
This is after The Air Logistics Command, under the leadership of MGEN JOSELITO B RAMOS PAF hosted the blessing of the newly recovered UH-1H helicopter with tail Number 504 and other ground vehicles with the Commanding General, Philippine Air Force, LTGEN ALLEN T PAREDES PAF as Guest of Honor.
According to The Air Logistics Command, The Fifty (50) KM-250 Trucks, (2)Busses and (2)Fire Trucks will be added to the fleets of the Air Base Groups, Tactical Operations Groups and other Philippine Air Force Units to boost its current support capability and to further increase the equipment readiness of the Philippine Air Force.
Moreover, the recovered UH-1H helicopter will augment to the current air mobility assets of the Command to perform various missions in support to National Security and Development.
The aircraft recovery program is part of the Command’s Thrust to recover the non operational UH-1H helicopters to increase the existing numbers of combat utility helicopters of the 205th Tactical Helicopter Wing.

The Philippine Navy (PN) unveils its plans to acquire at least 8 used Beechcraft TC-12B Huron light twin engine aircraft, which it intends to convert into Maritime Patrol Aircraft (MPA), with an estimated cost of around US$59.9 million to cover for all expenses related to the project.
This according to the asiapacificdefensejournal.com. In its latest publication, the Philippine Navy’s Naval Air Wing (NAW) mentioned that the service received an offer from the Joint US Military Assistance Group (JUSMAG) to transfer thirteen (13) units of the Beechcraft TC-12B Huron under the US Excess Defense Article (EDA) and US Foreign Military Financing (FMF) programs.
These aircraft were previously used by the US Navy for multi-engine training program.
The PN has made its intention to acquire at least 8 units, with approval from the PN’s leadership and Capability Cluster Board.
A Joint Inspection of the 13 offered aircraft was scheduled to be conducted by either late September or early October 2020.
The Philippine Navy has expressed its desire to have a number of small maritime patrol aircraft in its fleet. Currently it has 4 Beechcraft C-90 King Air and at least 4 Britten-Normal BN-2 Islander light twin engine aircraft used for maritime surveillance and utility work, although none are equipped with the latest surveillance subsystems.
Meanwhile, the Philippine Air Force is still pursuing the acquisition of 2 new long range maritime patrol aircraft, and is in discussions with the US government for the transfer of at least 2 surplus Lockheed P-3C Orion maritime patrol aircraft.

The three Gregorio Del Pilar offshore patrol vessels of the Philippine Navy ongoing electronic upgrades such as 3D modeling for the cabling system installation have been completed.
"The project is currently undergoing contract implementation. The 3D modeling for the cabling system was successfully rendered just recently. The upgrade of the three ships is expected to be completed by November 2023," Navy Chief, Vice Admiral Giovanni Carlo Bacordo said.
According to the Philippine News Agency. 3D modeling refers to the process of developing a mathematical representation of any surface of an object in three dimensions through specialized software.
"The completion of the project will not only enhance the performance of the ship but will also elevate the operating systems at par with modern ships," Bacordo added.
The PN, through the Department of National Defense (DND), has awarded the contract seeking to beef up the electronics capabilities of the three Del Pilar-class offshore vessels in service to Hanwha Systems Co., Ltd. in August 2019.
The project aims to beef up the ships' electronic capabilities and make them more capable of patrolling and conducting inter-agency operations in the country's territorial waters.
Specifically, the upgrade seeks to enhance the ships' combat management systems, electronic support, and sonar capability.
It has a contract of PHP1.54 billion, which will be sourced from the Armed Forces of the Philippines’ Modernization Trust Fund.
Hanwha Systems Co., Ltd. won the contract with its bid of PHP1,304,200,000.
The Del Pilar-class ships were three former US Coast Guard Hamilton-class cutters that were converted into frigates and offshore patrol vessels.
These are the BRP Gregorio Del Pilar (PS-15), BRP Ramon Alcaraz (PS-16), and BRP Andres Bonifacio (PS-17).
Each ship has a gross tonnage of 3,250 tons, a length of 378 feet, a beam of 43 feet, and a draft of 15 feet. Its propulsion systems consist of two diesel engines and two gas turbine engines, giving it a top speed of 29 knots.
It has a cruising range of 14,000 miles and a loiter time of 45 days and is armed with a 76mm Oto Melara automatic cannon, 25mm and 20mm light cannons, and .50 caliber machine guns.

According the DND Secretary, he said that additional six light attack planes are to acquire for the Philippine Air Force.
This is when DND Secretary Lorenzana made a remark at the acceptance, turn-over, and blessing ceremonies for the six newly purchased Super Tucanos A-29B made by the Embraer from Brazil.
“I was discussing with the Philippine Air Force commanding general a while ago, having six Super Tucanos is good but maybe another six more will be better,” he said.
The defense chief said this after thanking Brazilian manufacturer Embraer SA for the fast delivery of the aircraft. “We hope that we will have other businesses with you in the future.”
Embraer pilots delivered the first four of the Super Tucanos at Clark Air Base last 19 of September, and the remaining two on 1 of October this year 2020. All units were flown in from Sao Paulo, Brazil, with pilots making several fuelling stops.
They were purchased under a Php4.968 billion contract issued in 2017 that includes a two-month training for Philippine Air Force pilots. According to the military, the Super Tucanos will be beneficial in counterinsurgency efforts with their electro-optical infrared and laser-firing technology.
The planes are now being utilized by the Philippine Air Force’s 15th Strike Wing to support and eventually replace the remaining OV-10 Bronco light attack aircraft and SF-260 close iar support aircrafts.
